The Collapse of the 28-Clause Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the diplomatic emergency sparked by the presentation of a new comprehensive peace framework for ending the war appeared – momentarily – to have been stabilised. A American diplomat spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its countermove: an extensive attack of rocket attacks on Kyiv.

The Rhythm of Peace Talks and Military Action

The sequence of opposing developments captured the grim essence of the recent timeframe. By day, diplomatic battles are fought: optimistic declarations are delivered from various governments. Immense energy is allocated on containing certain initiatives. By night, Russian leadership forcefully demonstrates the world that, for them, military action persists as the primary tool for achieving "peace".

After-Dark Attacks

As military strikes developed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was laid bare. Ukraine is capable of detecting rocket firings from enemy soil, a capability enabled by current data. From witness perspectives, military aircraft that had been dispatched to intercept incoming guided weapons flew past – modern combat jets supplied to Ukraine by NATO members.

Soon thereafter, Kyiv's missile defense thundered: defensive missiles fired to intercept a incoming threat. This was a sophisticated defense system at work, most likely delivered by Western nations. Every firing creates sudden vibrations, shaking the windows. The instant of fear quickly becomes grim resignation: perhaps the hostile projectile won't strike its target this time, protecting urban areas from devastation and further power outages.

Ongoing Risks

Soon after, a large-caliber weapon engaged a drone somewhere nearby, part of a mobile-fire group – almost certainly imported technology. Sadly, the bullets missed the opposing UAV – it pressed on overhead toward its destination.

With pauses, this continued until dawn. Kyiv awoke to the morning news: several casualties, damage and utility failures in numerous residences as a result of the night's assault. As typically, everyone still went about their day – enduring hostilities. But those entire period illustrated Ukraine's vital need on external assistance – a reliance that European nations are clearly incapable to fill in the short term.

Ineffective Peace Efforts

The detailed framework from American leadership generated strong feelings, debate and deep concern – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after earlier high-level meetings and international summits.

Every new initiative from Washington unfolds according to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, manages to fend off. They manage the tension but never actually achieve victory. This pattern will, no doubt, persist.

Political Considerations

It is easy to blame certain parties of repeatedly advocating Russian terms. But that does not seem to be the entire situation. Washington functions according to a principle understood by experienced diplomats: you cannot secure via talks what you have failed to defend militarily. The White House assumes that it is impossible to force Russia to surrender the territory that it currently occupies in Ukraine's southern or eastern regions.

The challenge is that while recognising this factual reality, Washington does minimal to deter Moscow, through words or deeds, from thinking that the current condition will not evolve additionally in its benefit in the months ahead.

Conflicting Perspectives

Therefore, Moscow is convinced that duration works to their advantage – that Ukraine and its supporters are nearing depletion. Their reason to accept conditions that does not give them the maximum possible gain is virtually nonexistent. There may be many attempts to stop fighting, but they will continue as long as Russia's government remains highly assured in the result.

On the contrary, Kyiv believes that Ukraine can still endure, gradually sacrificing people and territory but preventing a complete military breakdown until conditions improve in its benefit.

Current Realities

Objectively, there are no actual prerequisites for a armistice. Now, subjective factors are coming into play: leadership ambitions to mediate resolution and obtain worldwide acknowledgment, and Kyiv's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the flag against any proposal Kyiv finds unworkable, so that their attention does not move to domestic problems. And although their task will now be much harder after latest incidents, it remains quite doubtful that this will change their overall approach.

These opposing factors are driving the talks.

Summary and Prospects

It took a only one week to kill the 28 points of the latest plan. Forceful and unpredictable management of the matter by US administration, opposition by Ukraine and the rest of Europe, along with calming attempts of diplomats, and finally, current information leaks, all did their job.

While new initiatives based on previous concepts are approaching, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are based on Russian demands and show specific hesitation to alter the situation, if they remain united and strengthen their defence capabilities at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the predictable period, mainly require ongoing international assistance.
